About the Role

People and the Sea is seeking a dynamic and experienced Project Manager to lead the implementation of a pioneering digital fisheries monitoring and marine conservation program in the Northern Visayan Sea. This project aims to empower small scale fishers, enhance sustainable fisheries management, and improve the resilience of coastal communities to natural and man-made risks.
The Project Manager will be responsible for overseeing the project’s execution, managing partnerships with local governments, fisherfolk associations, and national agencies, ensuring data-driven decision-making, and scaling up community-based fisheries management initiatives.

Key Responsibilities

1. Project Management & Implementation

  • Oversee the implementation of the digital fisheries monitoring program across multiple coastal communities.
  • Ensure alignment with government policies, blue economy strategies, and climate adaptation initiatives.
  • Manage project timelines, budgets, and reporting in compliance with donor
    requirements.
  • Supervise field teams, community coordinators, and data collectors.

2. Community Engagement & Capacity Building

  • Facilitate participatory workshops and training for fisherfolk associations on sustainable fisheries management.
  • Strengthen local leadership and governance structures to support community-led fisheries conservation.
  • Promote financial literacy and alternative livelihood programs to enhance community resilience.

3. Monitoring, Evaluation & Learning (MEL)

  • Oversee data collection and analysis from real-time digital fisheries monitoring tools.
  • Ensure that data is effectively used for policy advocacy and local decision-making.
  • Generate insights and recommendations for adaptive management of marine resources.
  • Work closely with partners to ensure effective knowledge exchange and project scaling.

4. Stakeholder Coordination & Advocacy

  • Establish and maintain partnerships with local governments, state universities, research institutions, and private sector actors.
  • Represent People and the Sea in regional and national forums related to fisheries policy and marine conservation.

Qualifications, Skills & Benefits

Skills & Qualifications

  • Master’s degree in Fisheries Science, Marine Conservation, Environmental Management, Social Sciences or a related field
  • A minimum of 5 years of experience in project management, preferably in fisheries, marine conservation, or rural development.
  • Proven ability to work with coastal communities, government agencies, and NGOs.
  • Strong background in data-driven decision-making and community-based natural resource management.
  • Experience in policy advocacy and engaging with government stakeholders at local
    and national levels.
  • Excellent communication skills in English and Filipino (Visayan dialect is a plus).
  • Experience working in the Philippines’ small-scale fisheries sector is highly desirable
